2023 China Housing Rental Developing Forum Successfully Held

On April 12th, China Institute of Real Estate Appraisers and Agents (CIREA) held 2023 China Housing Rental Developing Forum in Beijing, with the theme of “ Housing Rental under the Latest Developing Pattern”, together with China Construction News and CCB Housing Services Co., Ltd.. Mr. Shao Ting, Executive Director of Ministry of Housing and Urban-Rural Development of the People’s Republic of China, Dr. Chai Qiang, President of CIREA, Mr. Yang Haiying, Secretary of the CPC Committee and President of China Construction News, Vice President Mr. Liu Xiaoqing, and Mr. Wang Shen, Secretary of the CPC Committee and President of CCB Housing Services Co., Ltd., Mr. Lv Zuolong, Vice Secretary of the CPC Committee and CEO of CCB Housing Services Co., Ltd. attended the Forum. Mr. Zhao Xinming,Vice President and Secretary General of CIREA, Mr. Wu Jing,Vice President and Mr. Zhou Yisheng, Managing Partner of Go High, hosted the theme speech and the round table discussion separately.

In recent years, Chinese government has devoted constantly on developing the housing rental market. The Report to the 20th National Congress of the CPC emphasises that “We should uphold the principle that housing is for living in, not for speculation,move faster to put in place a housing system that ensures supply through multiple sources, provides housing support through multiple channels, and encourages both housing purchase and renting ”. It is also said that building the housing structure of “encouraging both housing purchase and renting” is one of the fundamental measures of “improving the people’s wellbeing, and the people’s quality of life”. It was stated on the 2022 Central Economic Working Conference and in the Report on the Work of the Government that government-subsidized home system needs to be reinforced, the long-term rental housing market needs to be explored, and the transformation of the real estate industry needs to be steadily pushed forward. Along with the positive policies continuously enacting, China’s housing rental market has made much progress. Housing rental will play a more important role on solving housing problems for citizens, especially new urban residents and young people, and also on facilitating the transformation of the real estate industry to a new pattern.

CIREA President Dr. Chai Qiang pointed out in the opening speech that CIREA has been given a statutory role of rental housing self-discipline from December 2020, and has become the national organisation of housing rental industry. Since then, CIREA has always been the linkage and sounding board between the government and the industry, and has taken active steps on industry development, image enhancement, and wisdom cohesion. From now on, for the betterment of  housing rental enterprises and practitioners, CIREA will continue to be featured on the deep dive of establishing the national standards of the housing rental industry, exploring scoring systems for rental products, and education & training activities for continuing professional development. He believed that it’s the best period for developing housing rental industry with supporting policy and public opinion environment, and the future housing rental market has a broad prospect. It is hoped that each enterprise could cherish this golden age, strive to enhance their reputation. He also advocated that enterprises should follow the path of insistence, professionalism and integrity. Dr. Chai Qiang emphasised that, under the background of the digital economy, while taking advantage of the latest generation of digital technology, housing rental enterprises should abide by the laws and regulations, prevent customers’ personal information from leaking.

Mr. Yang Haiying, Secretary of the CPC Committee and President of China Construction News, pointed out in his speech that each assignment should be considered thoroughly and done practically. Housing rental is a good way of living. To develop the housing rental industry, we should understand the policies, people’s requirements and our pursuits. The housing rental market is huge, we could create rental needs, overcome difficulties, help people change their perceptions. By guiding perceptions, appealing policies and completing legal system, we would promote the housing rental market on a healthy development. As a comprehensive authority media, China Construction News would broadcast important events and policies in housing and urban-rural development area, lead a cheerful development of  housing rental industry.

Mr. Wang Shen, Secretary of the CPC Committee and President of CCB Housing Services Co., Ltd. pointed out in his speech that the CPC Central Committee had given the direction of the development of the housing rental market. At present, the housing rental industry is on its way to a high quality developmentally pattern, with speeding up the construction of social rental housing, optimising the supply, improving the constructive operation and tenants’ satisfactory. In the future, CCB Housing Services Co., Ltd. would explore new paths for housing rental development and deepen the integration of industry and finance, heading towards the high quality development goal. And walking hand-in-hand with our partners, we would rise to the occasions and dedicate to the future.

Specialists from Peking University, Shanghai Jiao Tong University, Shanghai Advanced Research Institute, Zhejiang University of Technology and some other research centres of universities; and executives from Youtha, Ziroom, Mofang, Anxin, Lefull were invited to give keynote speeches on the status quo, opportunities for housing rental development at the new stage, practice and development of residential REITs, operational experience on housing rental  construction, and ways of developing in high quality.

In the round table discussion, 7 experts from Academy of Macroeconomic Research, Chinese Academy of Social Sciences, Tsinghua University, Uoko, Government-Subsidized Housing Company of Hubei Province, Worldunion shared their views on “breakthrough and creation of housing rental under the new developing pattern of real estate industry”. They discussed the core of the new developing pattern, the relationships between the new pattern and housing rental market, the progress and the problems undertaken, paths of breaking through the plateau of housing rental industry.

CIREA also called for papers, which had gained great support from housing rental agencies and their practitioners, scientific research institutes, experts and scholars, and local housing rental associations. There were quantities of papers handed in. The host announced the Prize of 16 papers on the Forum. 3 of them won the first prize, 5 of them the second, and 8 of them the excellence. CIREA presented the certificates and bonuses to those who won the prize.

This Forum has attracted more than 200 people who are specialised in the housing rental industry. It’s also broadcast online on April 18th.
