On December 27, 2025, China Institute of Real Estate Appraisers and Agents (CIREA) held 2025 Annual Conference of Real Estate Appraisal, themed “Promoting High-Quality Development in Real Estate Appraisal”. Mr. Jiang Wanrong, President of CIREA attended the Annual Conference and gave the opening speech. Dr. Chai Qiang, Standing Vice President, hosted the opening ceremony. Vice President Mr. Wang Ruichun, and Mr. Wang Huan, Vice President and Secretary General were also presented at the Annual Conference.

In President Jiang’s speech, he stated that since 2010, the Annual Conference of Real Estate Appraisal has been successfully held for 15 consecutive sessions. It has played an irreplaceable role in deepening academic exchanges, building consensus on development, and promoting sustained and healthy growth within the real estate appraisal industry. In the future, CIREA will continue to anchor its efforts toward high-quality development, ensuring this flagship event maintains its distinctive character, high standards, and tangible outcomes. He emphasized that as a vital professional service sector within the real estate industry, real estate appraisal plays a crucial role in safeguarding the order of real estate transactions and protecting the lives and property of the people. The report of the 20th CPC National Congress explicitly identified high-quality development as the foremost task in building China into a modern socialist country in all respects. Major policy decisions and deployments for advancing high-quality development in cities and real estate were made at the Central Urban Work Conference, the Fourth Plenary Session of the 20th Central Committee of CPC, the Central Economic Work Conference, and the National Housing and Urban-Rural Development Work Conference held in 2025. Real estate appraisal holds significant potential in key tasks for high-quality real estate development, including subsidized housing construction, urban village and dilapidated housing renovation, urban old residential area upgrades, city renewal, and housing quality and safety insurance. The industry should proactively align with broader trends, gain a profound understanding of development patterns, and stay on the path of high-quality development. First, we must build consensus, deeply grasp the contemporary significance of high-quality development, shift our development philosophy, and enhance service value. This involves transitioning from pursuing quantity and speed to building brands and pursuing quality, responding to new demands, demonstrating the professional capabilities and confidence, and striving to provide services that are more in-depth, more technologically advanced, and better equipped to solve problems and create value for clients. Second, we must identify the right path, clarify the practical direction for high-quality development, drive the transformation of development models, and resist inefficient “internal competition”. We must adhere to innovation-driven development, explore New Blue Ocean for growth, and develop service models aligned with high-quality development to build new core competitiveness. We must embrace long-termism, strengthen strategic investments, and continuously focus on talent cultivation, technological research and development, management system development, and brand image building to accumulate irreplaceable soft power for sustainable growth. Third, we must ground ourselves in practical action to fulfill our responsibility for high-quality development. We must embrace self-reform with an open mind to integrate into the market and embrace change. We must safeguard the quality of appraisal reports and maintain the bottom line of professional risk management. We must stay grounded, develop sound strategic plans, clarify key relationships for high-quality development, strengthen foundational support in technology and talent, and continuously enhance our professional expertise. Improve internal governance by establishing modern corporate systems, comprehensive quality control frameworks, and talent development mechanisms to foster an optimal professional environment.

Experts and scholars, such as Ms. Yao Lingzhen, Vice President of Shanghai University of Finance and Economics, and Prof. Wu Jing, Dean of School of Civil Engineering of Tsinghua University, representatives from local appraisal associations, real estate appraisal companies, and internationally renowned consulting agencies, such as Mr. Peng Anxu, President of Chongqing Association of Land and Resources Appraisal & Real Estate Appraisal, Mr. Ding Jinli, President of Henan Province Association of Real Estate Appraisers and Agents, Ms. Fan Yun, Chairwoman of Fushen Evaluation, Mr. Pan Shibing, Chairman of REALHOM, Ms. Li Na, Executive Chairwoman of Shenzhen WorldUnion Appraisal Co., Ltd., Mr. Wang Changhua, Chairman of Shanghai Urban Real Estate Appraisal Co., Ltd., Mr. Luo Xiaohong, Chairman of Shenzhen Guoce Real Estate Land Assets Appraisal Co., Ltd., Ms. Yang Liyan, Chairwoman of GoFiner, Mr. Xu Jinliang, Executive Chairman of Suzhou Tianyuan Land and Real Estate Appraisal Co., Ltd. Ms. Deng Yijun, Managing Director of Colliers China, and Mr. Hu Feng, Managing Director of Cushman & Wakefield North China, shared insights on various topics including pathways and practices for high-quality development in real estate appraisal, exploration and implementation of transparent pricing in real estate appraisal, unlocking the professional value of appraisal, transformation of small and medium-sized appraisal firms, the role of internal governance in advancing high-quality appraisal development, ESG principles and valuation logic, risk prevention and governance in appraisal, cultivating appraisal professionals, and learning from the development experiences of international consulting companies. The speakers emphasized that high-quality development is an inevitable choice for real estate appraisal to adapt to the changing times and achieve sustainable growth. They urged the industry to strengthen confidence in high-quality development, leverage the professional value of appraisal, use professional depth to expand market breadth, actively embrace technology, integrate into the market, and effectively serve new demands, such as urban renewal, green and low-carbon development, and digital-intelligent transformation. They proposed to anchor the direction of high-quality development, benchmark against successful practices of leading companies, broaden international perspectives, and identify development positioning based on practical realities to explore differentiated development paths; and to implement high-quality development requirements by establishing transparent competitive environments through clear pricing, strengthen and refine risk prevention mechanisms, clarify responsibility boundaries, and strictly adhere to compliance standards. At the same time, it’s also necessary to accelerate digital transformation, optimize internal governance systems, improve talent development and incentive mechanisms, solidify the industry’s foundation, and enhance professional service efficiency.

Mr. Zhao Zhifei, President of Zhejiang Real Estate Appraisers and Agents Association, Ms. Yang Bin, General Manager of Shanghai Baisen Real Estate Appraisal Co., Ltd., Mr. Gao Xishan, Chairman of Beijing Shoujia Real Estate, Land and Assets Appraisal Co., Ltd., Mr. Wang Yunsong, General Manager of Hainan Zhengli Real Estate Land Assets Appraisal and Surveying Co., Ltd., Ms. Li Xiurong, Chairwoman of Xiamen Junda Real Estate Assets Appraisal Consulting Co., Ltd., and Mr. Chang Zhongwen, General Manager of Anhui Zhong’an Real Estate Appraisal Consulting Co., Ltd. engaged in a roundtable discussion centered on the theme of “Asking for High Quality – Breaking the Deadlock and Forging New Paths in Appraisal Industry”. They agreed that the core of high-quality development in real estate appraisal lies in strengthening appraisal quality and enhancing outstanding appraisal services, while also focusing on corporate brand building and advancing appraisal techniques. The entire industry must unite in consensus and collaborate to accurately solve the problems in the process of high-quality development. Local appraisal associations should concentrate on tackling prominent issues such as malicious price-cutting competition, fostering a concerted governance effort to cultivate a healthy industry ecosystem; meanwhile, they should continuously establish and improve industry standards and regulations, promote the positive value of the profession, and guide the industry toward standardized and orderly development. Appraisal companies should leverage their strengths to address shortcomings in high-quality development. By optimizing business structures, strengthening internal governance, advancing digital transformation, recruiting and cultivating professional talent, and fully utilizing technology-enabled solutions, they can enhance developmental resilience and core competitiveness. This will enable their own transformation and upgrades, thereby driving the high-quality development of real estate appraisal as a whole.
